PERTH, Aug 9 AAP - Woodside Petroleum has pledged to ensure that no populations of
bilbies will be harmed during development of its proposed $30 billion gas hub in the Kimberley.

Conservation group Environs Kimberley on Monday called on federal Environment Minister
Tony Burke to step in and stop bulldozing at the site, 60 kilometres north of Broome,
after the discovery of bilbies in the area.

Clearing work is underway at and around the James Price Point site so that geotechnical
studies can be carried out for the proposed joint venture gas precinct project led by
Woodside.

Environs Kimberley director Martin Pritchard said on Monday that Broome residents had
captured footage of a bilby at the weekend and the threatened marsupials had burrows in
areas slated for bulldozing.

Mr Pritchard said the bilby was found outside the proposed gas precinct site but within
an area where land-clearing permits had been granted for the geotechnical studies.

Ecologist Malcolm Lindsay said his survey at the weekend turned up fresh tracks and
multiple burrows that confirmed there was a healthy population of bilbies north of the
proposed precinct.

Mr Lindsay said there were old burrows within the proposed precinct and the animals
would be likely to recolonise that area over time unless prevented from doing so.

Woodside said in a statement on Tuesday that it acknowledged that bilbies were likely
to be found throughout the Dampier Peninsula.

"Environmental consultants have conducted numerous surveys in and around the proposed
LNG precinct area and found no distinct populations or colonies of bilbies," the statement
said.

"These surveys have used a range of techniques including motion sensor cameras, trapping
and transect walks."

Woodside said it would seek further information from Environs Kimberley to determine
the exact location of the reported bilby population sighted north of the precinct area.

"We would be keen to conduct further surveys to document any bilby population in the
area and ensure it is not impacted by Woodside's proposed development," it said.

Mr Burke is considering his approval for the project through the Environment Protection
and Biodiversity Conservation Act.

The joint venture partners for the proposed gas hub have yet to finally sign off on the project.

KIM BEAZLEY says the research will have a specific focus on peanut allergies .. which
can be fatal.

The Labor leader says the number of children with food allergies in Australia has doubled
in a single generation.

Mr BEAZLEY says 10 per cent of children and two per cent of adults have some kind of
food allergy.

Labor's broad-sweeping health policy blueprint for Australian children will be announced
tomorrow.

Mr O'Farrell also lashed out the former state Labor government for delaying the pricing
regulator's report into power prices, which News Ltd reports will recommend increases
of 17 per cent for Sydney customers.

The IPART report, to be released on Thursday, will recommend price hikes greater than
previously flagged, with the federal Renewable Energy Target scheme reportedly to blame.

Sydneysiders will pay $230 more a year on average because of the increases.

Meanwhile, those in country areas will suffer a 20 per cent rise, which will push up
their annual bills by $325.

Mr O'Farrell accused the former Labor state government of delaying the report, originally
slated for release on March 17, to avoid a voter backlash at the state election.

"I'm angry that the Labor government delayed this report, I'm angry that families again
have to face a bigger than expected slug to their electricity bills," Mr O'Farrell said,
after touring Nepean Hospital near Penrith on Thursday.

"I can't make Labor's past incompetence go away, but what I can do... is commit to
ensure that future increases are a low as possible."

Mr O'Farrell said the government would look at increasing the $150 to $250 energy rebate
promised at the election but added: "I don't have a magic wand".

"I can't make 16 years of incompetence (under the previous government) go away," he said.

An Australian soldier who was seriously wounded on Sunday in an improvised explosive
device explosion in Afghanistan .. has been flown to Germany for specialist treatment.

The unnamed soldier was one of two members of the Mentoring Task Force hurt in separate
IED blasts in the Baluchi Valley region of Oruzgan province.

His commanding officer Lieutenant Colonel DARREN HUXLEY says the soldier suffered serious
blast and fragmentation wounds .. and he's been flown to the major NATO hospital in Germany.

His mother has been flown out to be with him.

SYDNEY, April 7 AAP - Violent criminals should be forced to wear electronic monitoring
anklets after their release from prison, the NSW opposition says.

Shadow Attorney-General Greg Smith wants stringent monitoring of sex offenders extended
to cover people convicted of serious violent crimes.

"There is a gap in the law where a violent criminal is released without parole or where
their parole is completed," Mr Smith said in a statement on Wednesday.

"There is need for further close supervision of some dangerous offenders.

"The court could order ... the wearing of an anklet which can be monitored 24 hours per day."

The coalition has urged for an increase in post-parole supervision since the shotgun
murder of man near Wollongong in November 2007, Mr Smith said.

The man was killed when he confronted neighbour Stanley Francis Maguire, who was acting
in a disturbing and noisy manner.

Maguire had finished parole after serving a manslaughter sentence.

Mr Smith's call comes as the NSW government considers radical new laws to keep violent
offenders behind bars if they're deemed too dangerous to be freed after serving their
sentence.

BRISBANE, Aug 25 AAP - Issues with new evidence have delayed the trial of two Gold
Coast brothers who allegedly forced a man to dig his own grave after being left out of
pocket in a failed drug deal.

Jade Michael Lacey, 26, and Dionne Matthew Lacey, 22, were due to stand trial in the
Brisbane District Court this week on a string of charges, including torture and deprivation
of liberty.

The charges relate to their alleged treatment of Owen Matthews in April 2007.

It's alleged the Laceys abducted Mr Matthews at gunpoint and took him to an isolated
location on South Stradbroke Island, off the Gold Coast, after blaming him for the loss
of 500 ecstasy pills allegedly stolen during a drug exchange.

It's alleged the brothers forced him to dig his own grave and then shot him in the hand.

The trial was adjourned on Tuesday morning at the request of the Laceys' lawyers, who
said new expert evidence had recently come to light.

The brothers' lawyers said they needed more time to explore new lines of inquiry relating
to this evidence, which was not detailed in court.

Prosecutor Michael Byrne accepted the adjournment application, acknowledging there
was no avoiding this delay.

No date has been set for the trial but the court was told it would likely be early next year.

The matter will be mentioned again later this week.

NSW: First Australian-born Archbishop of Sydney dies at 97

SYDNEY, April 15 AAP - Sir Marcus Lawrence Loane, the first Australian-born Anglican
Archbishop of Sydney, has been remembered for his leadership and work with the poor.

Archbishop of Sydney from 1966 to 1982, Sir Marcus died in Sydney after a short illness
on Monday. He was 97.

In a tribute following his death, current Sydney Anglican Archbishop Peter Jensen described
him as "a formative leader in our church".

"Sir Marcus was a remarkable leader who served both church and nation," Dr Jensen said.

"In national life, he offered leadership which transcended politics," he said.

"In particular he spoke up for the poor and helped spark the Henderson enquiry of the
early 1970s.

"He offered distinguished service with our troops in New Guinea during World War II."

Sir Marcus celebrated the 50th anniversary of his consecration as bishop last year.

He was Primate of Australia from 1978 to 1982 and was knighted in 1976.

Born in Tasmania in 1911, Sir Marcus studied at the University of Sydney and Moore
Theological College before being ordained in 1935.

He served in the armed forces in Papua New Guinea as chaplain to the Australian Imperial
Forces from 1942 to 1944.

Described on the Christian Today Australia website as "a formal and reserved man of
simple tastes and possessing a fine sense of humour", Sir Marcus wrote 27 books ranging
from theology and biblical studies to evangelical biography.

Deaconess Margaret Rodgers, President of the NSW Council of Churches, remembered him
as a great Christian scholar.

"He was a wonderful Bible teacher who expounded the scriptures and made them clear
to us," she said.

Sir Marcus celebrated 71 years of marriage to Lady Patricia in December last year.

"The greatest prize I ever won was the heart of the noblest girl I ever knew," he said
in January last year.

Last year, the famous American evangelist Billy Graham praised Sir Marcus and Lady
Patricia as "two great servants of God".

Sir Marcus is survived by his wife and four children - Mary, Robert, David and Winsome
- 17 grandchildren and 23 great-grandchildren.

A memorial service will be held in Sydney, but details are yet to be announced.

SYDNEY, Dec 10 AAP - Sydney's Museum of Contemporary Art (MCA) is to undergo a boxy
$50 million redevelopment.

The redevelopment includes a refurbishment of the existing building at Circular Quay
and a six-storey extension at the northern end, already dubbed the Rubik's Cube for its
modular design.

The wing, to be built on the current carpark, bears a resemblance to the twisted blocks
of the 80's puzzle.

Featuring galleries, education rooms, a restaurant, rooftop cafe and sculpture garden,
commercial tenancies and function spaces, the extension will alleviate space and accessibility
constraints at the existing building.

It will also directly link Circular Quay to George St.

MCA director Elizabeth Ann Macgregor said $27 million of the total cost had been raised
and work on the redevelopment would start in mid-2009, depending on the rest of the funding
being raised.

She said fundraising efforts would continue and funding would be sought from the federal
government.

The project would be completed in 2011.

Ms Macgregor said the modern look of the extension, next to the sandstone of the Maritime
Services Board building, was always going to generate controversy.

"Anything modern, whether its art or architecture, is fantastic for generating debate," she said.

"I think that's the exciting thing about modern architecture."

She said she thought the Rubik's Cube was reference was apt.

"It's a puzzle you want to solve and that's kind of like contemporary art," she said.

Sydney architect Sam Marshall created the plans, saying they respected the architecture
of the existing art deco building which has housed the museum since 1991, while reflecting
the contemporary nature of the institution.

"Materials and the earthen tones chosen for the exterior finishes reflect the land
on which the building stands and its rich history of Indigenous and European inhabitants,"

Mr Marshall said.

"Central to our approach has been the use of honest building materials, whereby all
external renderings have been selected for their functional purpose rather than for purely
aesthetic reasons."

The plans are up for public view on the NSW Department of Planning website.

CANBERRA, Feb 13 AAP - Indigenous men and women gave Australia's federal politicians
a long, standing ovation after MPs formally apologised for the pain and suffering inflicted
on the stolen generations.

There were emotional scenes across Australia as thousands of people, including some
of those forcibly taken from their families, watched the historic, formal apology delivered
by Prime Minister Kevin Rudd.

In Canberra, hundreds packed into the House of Representatives as Mr Rudd moved a motion
that the parliament apologise for the "laws and policies of successive parliaments and
governments that have inflicted profound grief, suffering and loss" on the stolen generations.

Some people in the public gallery, indigenous and non-indigenous, wept as Mr Rudd read
out the 361-word apology, which was supported by the federal opposition.

At city squares and parks across Australia, and on the lawns outside parliament house
in Canberra, people cheered, applauded, hugged and cried after the apology was delivered.

But some also jeered and turned their backs when Opposition Leader Dr Brendan Nelson
spoke, at times emotionally, in support of the formal apology.

In his accompanying speech to parliament Mr Rudd said there came a time in history
when people had to reconcile the past with their future.

"Our nation Australia has reached such a time and that is why the parliament is today
here assembled," he said.

"To deal with this unfinished business of the nation.

"To remove a great stain from the nation's soul and in the true spirit of reconciliation
to open a new chapter in the history of this great land Australia."

Mr Rudd told the story of an "elegant, eloquent and wonderful" elderly indigenous woman,
a member of the stolen generations, who he visited a few days ago.

Mr Rudd said there was something "terribly primal" about such first hand accounts.

"The pain is searing, it screams from the pages, the hurt, the humiliation, the degradation
and the sheer brutality of the act of physically separating a mother from her children
is a deep assault on our senses and on our most elemental humanity," he said.

Today's formal apology came more than a decade after the release of the Bringing Them
Home report, which documented the stories of some of the tens of thousands of Aboriginal
children taken from their families by governments between 1910 and the early 1970s.

"Instead, from the nation's parliament, there has been a stony and stubborn and deafening
silence for more than a decade," Mr Rudd said.

"A view that somehow we the parliament should suspend our most basic instincts of what
is right and what is wrong, a view that instead we should look for any pretext to push
this great wrong to one side to leave it languishing with the historians, the academics
and the cultural warriors, as if the stolen generations are little more than an interesting
sociological phenomenon.

"The stolen generations are not intellectual curiosities, they are human beings, human
beings who have been damaged deeply by the decisions of parliaments and governments.

"As of today the time for denial, the time for delay, has at last come to an end."

The former Howard government, which lost last year's election, refused to issue a formal
apology, claiming it would leave the commonwealth liable to a flood of compensation claims.

Some coalition MPs were obviously displeased with the apology and some were absent
from the chamber as it was delivered.

One Liberal MP, Chris Pearce, read a magazine during the motion and the speeches, refusing
to get to his feet for several standing ovations.

He stood begrudgingly only when MPs were asked to vote on the motion.

Outspoken West Australian Liberal MP Wilson Tuckey was present in the house for a prayer
before the apology, but left when Mr Rudd rose to his feet.

SYDNEY, Aug 26 AAP - A man has been taken to hospital with head injuries after falling
down a set of stairs at The Rocks, in central Sydney, an ambulance spokesman says.

The 41-year-old Welsh tourist was found semi-conscious at the base of a set of stairs
at the back entrance to a popular hotel off Cumberland Street about 10.45am (AEST) today.

A helicopter was called to take the man to hospital, but paramedics stabilised him
at the scene and he was taken to St Vincent's Hospital by road.

His condition was described as serious.

The spokesman said the circumstances of the man's fall were not known.

Heyfield Complex.

Location: Gippsland, north of Traralgon.

Burned: 23,000 hectares.

A potential risk for the Licola, Glenmaggie and Heyfield areas.

The most significant fires are at Blanket Wood, Mt Ligar and Mt Hump. These fires represent
a potential risk to the Glenmaggie and Heyfield areas.

Location: Near Camperdown, south-west of Melbourne.

Repair crews are working to clear a track in north-west Queensland .. after 30 wagons
of a freight train derailed.

Queensland Rail says the accident happened 230km south-west of Townsville .. between
Charters Towers and Hughenden .. on Saturday afternoon.

No-one was injured .. but 30 of the 33 empty wagons came off the rails .. the line
should be up and running later this afternoon.

The Inlander passenger train from Townsville to Mt Isa has been replaced by a bus service
.. and several freight trains have been affected.

Police say four people have suffered burns in a speedboat fire east of Adelaide.

Investigators are trying to work out what caused the fire, which occurred at Tailem
Bend about 6.30pm last night.

A 21-year-old man has been taken to the Royal Adelaide Hospital in a serious condition,
while a 14-year-old girl is in Adelaide's Women's and Children's Hospital with burns to
her legs.

Two other men have been treated at the Tailem Bend Hospital.

Cloned pigs represent organ factories for humans.

PPL Therapeutics Inc said it achieved the world's first successful cloning of pigs from adult cells on 5 March with the birth of five piglets. The US company, based in Blacksburg, Virginia, is a subsidiary of PPL Therapeutics plc, London, UK.

The cloning is an important milestone in the development of genetically engineered pigs to supply tissues and organs for transplant into humans, says PPL. This would create, in effect, an organ factory to serve the needs of humans.

Pigs share with humans relatively similar physiologies. It is for this reason the unfortunate animals are considered a potentially valuable source of transplant organs, such as hearts and kidneys, that are in short supply.

However, there are many obstacles before the utopia of organs on tap is achieved. One of the main technical barriers to such xenotransplants is rejection. The human immune system recognizes a particular sugar complex on the surface of pig cells as foreign. One particular pig gene is responsible for this tell-tale sugar. PPL received a 1999 award from the US National Institute of Science and Technology's Advanced Technology Program to develop the technology to clone pigs with that specific gene inactivated.

It is hoped that organs from a genetically engineered pig lacking this gene could be transplanted without triggering the human host's immune system. Also, more genes will have to be introduced into pig cells to prevent more delayed rejection responses.

MOST technology is close to the major milestone of moving onto the roads with its third generation: MOST150. American Airlines Reports June Traffic.

FORT WORTH, Texas, July 6, 2011 /PRNewswire/ -- American Airlines reported its June traffic increased 1.3 percent versus the same period last year. Capacity increased 1.8 percent year over year, resulting in a load factor of 86.3 percent compared to 86.8 percent in the same period last year. International traffic increased by 4.8 percent relative to last year on a capacity increase of 3.8 percent. Domestic traffic decreased 0.9 percent year over year on a capacity increase of 0.5 percent.

American boarded 7.7 million passengers in June.

Cambodia has successfully managed its transition into a vibrant telecom market. Despite the country's status as one of the least developed nations in the world and whilst it remains one of the poorer countries in Southeast Asia, Cambodia's efforts to expand and upgrade its telecom infrastructure have certainly been bearing fruit. There was very little infrastructure remaining from before the tumultuous Khmer Rouge days. As a result, Cambodia bypassed rebuilding the fixed-line market and quickly launched into alternative technologies, jump-starting its telecommunications infrastructure with digital technology. Not surprisingly, mobile services have completely overwhelmed the market. By end 2010, there were nine mobile operators vigorously competing with each other in a market segment that was growing at a healthy rate.

Coming into 2011 there were an estimated 8.4 million mobile subscribers (penetration 55%) in the country. The market was still in a very strong expansion phase as evidenced by the keenness shown by foreign operators seeking to be part of it. Most significantly some rationalisation had commenced in the market with two operators merging, thereby reducing the number of operators to eight.

Some limited fixed-line growth had earlier come about in Cambodia through investment under foreign assistance, but this mainly benefited the capital Phnom Penh and geographical coverage has not increased significantly since that effort in the 1990s. The number of fixed-line services remained relatively static for some years at around 50,000; by early 2011 the numbers were starting to edge upwards. In the absence of any substantial fixed-line growth, however, mobile telephone services continue to completely dominate the overall telecom market in Cambodia. In fact mobiles represent more than 99% of the total number of telephone services in the country.

- Cambodia's mobile market continued on its positive expansion path in 2010 and into 2011, although the annual growth was slowing;

- With mobile penetration of around 56% coming into 2011, the market has passed the eight million subscriber milestone;
